Is WDC driven by cash and not community interests?

The Wealden Local Plan (WLP) document ‘Issues, Options and Recommendations’ (IOR) established that 20,000 homes need to be provided in the Wealden area by 2037. Thus, Wealden District Council (WDC) is now seeking offers from Landowners to bring the total number of new houses in our village to well over 190. Currently, land which could accommodate a further 371 homes has been put forward by landowners leading to the strong likelihood of this being doubled as new offers are made.
The Parish Survey of May 2015 was conducted before the WDC push for massive development was made public. The survey dealt with village amenities for a stable population; it significantly did not anticipate the emerging threat to these infrastructure essentials: sewerage, water supply, electricity supply, surgery capacity, school capacity, road capacity, waste management.
Our Parish Council will very soon be invited to discuss with WDC our village infrastructure requirements to meet the potential housing development.
I would like to request that our Parish Council consults the community before the WDC meeting in order to take on board the vision and aspirations of the local community and especially village opinion on infrastructure requirements.

The same consultation could also gather village opinion on the type, appearance and spatial strategy of sustainable development in the absence of a Neighbourhood Plan.

In the South East Plan Core Strategy (2013 ten year plan) East Hoathly had no allocation of extra houses.
In 2015, an allocation of 190 was made whilst acknowledging that this would be a problematic 50% growth.
In a new South East Plan currently being processed (based on the Government’s accelerated building plan to meet OAHN-Objectively Assessed Housing Need), Wealden District Council (WDC) is seeking offers from Landowners to bring the total number of houses to well over 190. Currently, land which could accommodate a further 371 homes has been put forward by landowners leading to the strong likelihood of this being doubled as new offers are made. A lot of this is existing studland (An acre of Agricultural Land worth £10,000 rises to £1000,000 once Planning Permission is granted).
In one development scenario, WDC has earmarked East Hoathly as a new town with an allocation of 5000 houses!

Popular movements, trusts and societies, have given us a national culture to maintain the beauty of our countryside. It’s what separates us from the mistakes made by our Continental partners. This must be borne in mind as we address the current housing crisis. People don’t, as a rule, want to stop development. But they do want to be consulted at the start of the planning process; they do want a say in the type of housing, its location, its density and the infrastructure requirements.
